En Belgique, la consommation d&rsquo;\u00e9lectricit\u00e9 a augment\u00e9 de 80 % entre 1960 et 1995 (Bastard et al., 2000).<\/p>\n<p>L&rsquo;\u00e9lectricit\u00e9 facilite incontestablement notre vie quotidienne. Elle est devenue le partenaire indispensable du d\u00e9veloppement technologique de notre soci\u00e9t\u00e9 moderne. Son usage g\u00e9n\u00e8re n\u00e9anmoins des champs \u00e9lectriques et magn\u00e9tiques dans lesquels nous baignons continuellement : utilisation des appareils \u00e9lectrom\u00e9nagers, travail devant les \u00e9crans d&rsquo;ordinateur, pr\u00e9sence de nombreux syst\u00e8mes de s\u00e9curit\u00e9 dans les grands magasins ou les a\u00e9roports, exposition aux champs des lignes \u00e0 haute tension, des stations de radio ou de t\u00e9l\u00e9vision, des t\u00e9l\u00e9phones portables ou de leurs stations de base.<\/p>\n<p>Si le public reconna\u00eet les avantages apport\u00e9s par l&rsquo;\u00e9lectricit\u00e9, il manifeste cependant depuis une vingtaine d&rsquo;ann\u00e9es une inqui\u00e9tude croissante \u00e0 l&rsquo;\u00e9gard des effets potentiels des champs \u00e9lectriques et magn\u00e9tiques sur la sant\u00e9.<\/p>\n<p>C&rsquo;est en Union Sovi\u00e9tique, \u00e0 la fin des ann\u00e9es 60, que d\u00e9butent les premi\u00e8res \u00e9tudes consacr\u00e9es aux effets des champs \u00e9lectriques et magn\u00e9tiques sur la sant\u00e9. Plusieurs rapports concernant l&rsquo;\u00e9tat de sant\u00e9 des ouvriers responsables de l&rsquo;installation et de la maintenance des lignes \u00e0 haute tension mentionnent une d\u00e9t\u00e9rioration du bien-\u00eatre psychologique et physique. Ces r\u00e9sultats ne seront pas confirm\u00e9s en Europe, au Canada ou aux Etats-Unis mais le d\u00e9bat n&rsquo;est pas clos (Hendee &amp; Boteler, 1994).<\/p>\n<p>Cette question a \u00e9t\u00e9 relanc\u00e9 aux Etats-Unis par la publication de l&rsquo;\u00e9tude de Wertheimer &amp; Leeper (1979). Leurs r\u00e9sultats sugg\u00e8rent une association entre l&rsquo;exposition r\u00e9sidentielle aux champs magn\u00e9tiques du r\u00e9seau \u00e9lectrique et l&rsquo;incidence des cancers, en particulier les leuc\u00e9mies chez les enfants du Colorado.<\/p>\n<p>Trois ans plus tard, Milham (1982) publie dans le \u00ab\u00a0New England Journal of Medicine\u00a0\u00bb une lettre relatant une augmentation de la mortalit\u00e9 par leuc\u00e9mie chez les travailleurs du secteur de l&rsquo;\u00e9lectricit\u00e9 de l&rsquo;Etat de Washington expos\u00e9s aux champs \u00e9lectriques et magn\u00e9tiques durant leurs activit\u00e9s professionnelles.<\/p>\n<p>Ces deux \u00e9tudes constituent le point de d\u00e9part des travaux de recherche men\u00e9s sur le plan international. Depuis lors, de nombreuses \u00e9tudes \u00e9pid\u00e9miologiques ont \u00e9t\u00e9 publi\u00e9es. Lorsqu&rsquo;une \u00e9tude montre une incidence accrue de maladies au sein de la population vivant \u00e0 proximit\u00e9 des lignes \u00e0 haute tension ou travaillant dans le secteur \u00e9lectrique, elle est alors particuli\u00e8rement m\u00e9diatis\u00e9e. De nombreux rapports concluent \u00e0 l&rsquo;absence d&rsquo;effets sur la sant\u00e9 et restent souvent ignor\u00e9s du public (Moulder, 2003).<\/p>\n<p>Si\u00a0<a href=\"https:\/\/www.bbemg.uliege.be\/fr\/epidemiologie\/\">l&rsquo;approche \u00e9pid\u00e9miologique<\/a> fournit des r\u00e9sultats contradictoires, les <a href=\"https:\/\/www.bbemg.uliege.be\/fr\/experimentation-humaine\/\">\u00e9tudes exp\u00e9rimentales<\/a>, <a href=\"https:\/\/www.bbemg.uliege.be\/fr\/etudes-in-vitro-sur-les-cellules\/\">cellulaires<\/a> ou <a href=\"https:\/\/www.bbemg.uliege.be\/fr\/etudes-in-vivo-sur-les-animaux\/\">animales<\/a> conduisent \u00e0 des r\u00e9sultats peu reproductibles ou non encore r\u00e9pliqu\u00e9s et ne permettent pas d&rsquo;\u00e9lucider les m\u00e9canismes d&rsquo;interaction entre les champs \u00e9lectriques et magn\u00e9tiques de tr\u00e8s basse fr\u00e9quences et le vivant.<\/p>\n<p>Plusieurs groupes d&rsquo;experts provenant de l&rsquo;<a href=\"https:\/\/www.bbemg.uliege.be\/fr\/liens\/\">OMS, NIEHS, NAS et HPA<\/a> ont publi\u00e9 des synth\u00e8ses relatives aux effets des champs \u00e9lectriques et magn\u00e9tiques 50-60 Hz sur la sant\u00e9 et en particulier le cancer. A ce jour, les scientifiques et les m\u00e9decins s&rsquo;accordent \u00e0 dire que le risque, s&rsquo;il existe, est faible et difficile \u00e0 d\u00e9tecter (OMS, 2007).<\/p>\n<p>D&rsquo;importants programmes de recherche sont toujours en cours dans les centres de recherche du monde entier. Les orientations de recherche internationale planifi\u00e9es pour la prochaine d\u00e9cennie privil\u00e9gient les \u00e9tudes \u00e9pid\u00e9miologiques consacr\u00e9es \u00e0 l&rsquo;association \u00e9ventuelle entre l&rsquo;exposition aux champs \u00e9lectriques et magn\u00e9tiques 50-60 Hz et l&rsquo;incidence des cancers ou des pathologies du syst\u00e8me nerveux central. D\u00e8s 1988, le Secr\u00e9tariat \u00e0 l&rsquo;Energie charge une commission pluridisciplinaire de faire le point sur la question et conclut : \u00a0\u00bb \u2026dans l&rsquo;\u00e9tat actuel des connaissances, il n&rsquo;y a pas de preuve d&rsquo;une influence n\u00e9faste des champs \u00e9lectriques et d&rsquo;induction magn\u00e9tique g\u00e9n\u00e9r\u00e9s par les lignes \u00e9lectriques a\u00e9riennes \u00a0\u00bb (Commission interdisciplinaire d&rsquo; experts, 1990).<\/p>\n<p>Conscient de l&rsquo;inqui\u00e9tude des populations devant le risque potentiel et invisible des champs \u00e9lectriques et magn\u00e9tiques, le Service de la Programmation de la Politique Scientifique (SPPS) accorde en 1990 des subsides destin\u00e9s au d\u00e9veloppement de la recherche scientifique dans ce domaine de la sant\u00e9 publique. Quatre \u00e9quipes de l&rsquo;Universit\u00e9 de Li\u00e8ge re\u00e7oivent un cr\u00e9dit de trois ans pour leur programme de recherche \u00a0\u00bb Effets des champs \u00e9lectriques et magn\u00e9tiques sur la sant\u00e9 \u00ab\u00a0.<\/p>\n<p>En 1994, le SPPS r\u00e9cemment intitul\u00e9 \u00a0\u00bb Services F\u00e9d\u00e9raux des Affaires Scientifiques, Techniques et Culturelles \u00a0\u00bb ne renouvelle pas la convention de recherche. D\u00e9sireux de poursuivre et de d\u00e9velopper leurs travaux, les \u00e9quipes li\u00e9geoises souhaitent \u00e9tablir des collaborations avec d&rsquo;autres chercheurs belges.<\/p>\n<p>En 1995,\u00a0<a href=\"https:\/\/www.bbemg.uliege.be\/fr\/apercu-des-recherches-anterieures\/\">huit \u00e9quipes de scientifiques francophones et n\u00e9erlandophones<\/a> s&rsquo;associent pour cr\u00e9er le Belgian BioElectroMagnetics Group (BBEMG).
